Policy drafting, review and amendment ran on paper and email, which made coordination slow and history hard to trace. Parliament needed one place for every policy and every decision.
In collaboration with ARC Technologies
Yaltopia Tech, in collaboration with ARC Technologies, developed a comprehensive Policy Management System for the House of Peoples' Representatives to modernise and streamline policy workflows.
The platform manages the full policy lifecycle: drafting, review, task assignment, stakeholder collaboration, amendment tracking, approvals and document management. It is a central repository with clear audit trails and workflow visibility.
How we
did it
Ethiopia’s House of Peoples’ Representatives drafts, reviews and amends policy across many departments and stakeholders. That work ran on paper and email, so coordination was slow, versions multiplied, and it was hard to trace who changed what and why.
Our approach
In collaboration with ARC Technologies, we gathered requirements across the policy process and designed a single system for the full lifecycle, from first draft to archive.
The platform supports structured drafting with review rounds and comments, versions and attributes every amendment, routes tasks and approvals across departments, and keeps a complete, searchable audit trail. All policy documents live in one central repository. It was piloted before a wider rollout.
The outcome
Parliament now has one place for every policy and every decision, covering seven lifecycle stages with clear audit trails and visibility of where each document stands.
